A personalized recommender system is broadly accepted as a helpful tool to handle the information overload issue while recommending a related piece of information. This work proposes a hybrid personalized recommender system based on affinity propagation, namely, APHPRS. Affinity propagation is a semisupervised machine learning algorithm used to cluster items based on similarities among them. In our approach, we first calculate the cluster quality and density and then combine their outputs to generate a new ranking score among clusters for the (...) personalized recommendation. In the first phase, user preferences are collected and normalized as items rating matrix. This generated matrix is then clustered offline using affinity propagation and kept in a database for future recommendations. In the second phase, online recommendations are generated by applying the offline model. Negative Euclidian similarity and the quality of clusters are used together to select the best clusters for recommendations. The proposed APHPRS system alleviates problems such as sparsity and cold-start problems. The use of affinity propagation and the hybrid recommendation technique used in the proposed approach helps in improving results against sparsity. Experiments reveal that the proposed APHPRS performs better than most of the existing recommender systems. (shrink)

Crop cultivation is one of the oldest activities of civilization. For a long time, crop production was carried out based on knowledge passed from generation to generation. However, due to the rapid growth in the human population of the world, human knowledge-based cultivation is not enough to meet the demanding need. To address this issue, the usage of machine learning-based tools has been studied in this paper. An experiment has been carried out over 0.3 million data. This dataset identifies 46 (...) prominent parameters for cultivation, which is collected from the Department of Agriculture Extension, Bangladesh. Comparison between neural networks and numbers of machine learning algorithms has been carried out in this research. It is observed that the neural network outperforms the other methods by maintaining an average prediction accuracy of 96.06% for six different crops. Other contemporary machine learning algorithms, namely, support vector machine, random forest, and logistic regression, have average prediction accuracy of around 68.9%, 91.2%, and 62.39%, respectively. Medium- and high-spin states of Pr-134 were populated using the Cd-116(Na-23, 5n) reaction and studied with the GAMMASPHERE spectrometer. Several new bands have been found in this nucleus, one of them being linked to the previously observed chiral-candidate twin-band structure. The ground state of Pr-134 could be determined through establishing a level structure that connects the two previously known long-lived isomeric states. Unambiguous spin-parity assignments for the excited states could be performed based on the known 2(-) spin-parity of the ground (...) state combined with the present experimental data. Intrinsic single-particle configurations have been assigned to the newly observed bands on the basis of the measured B(M1)/B(E2) ratios, alignments, band-crossing frequencies, bandhead spins, the observed single-particle configurations in the neighboring nuclei, and taking into account the predictions of total Routhian surface and tilted-axis cranking calculations. Tsipko's ideas on the doctrinal preconditions of our difficulties and failures in the building of socialism, ideas that have provoked such wide-ranging responses.

A group of activist clinicians have offered to volunteer for clinical trials of live attenuated HIV vaccines. This has provided an important conceptual challenge to medical ethics, and to work on the development of HIV vaccines. In exploring these issues, this article highlights how the HIV field has altered the content as well as the tone of ethical discourse. The balance of expertise and authority between research subjects and triallists is profoundly changed, raising questions about the limits of voluntarism and (...) differing perspectives on risk-benefit analysis. Care is needed to ensure that the novelty of the situation does not confuse the central ethical and scientific issues. (shrink)

Business schools are frequently blamed for corporate ethical scandals by failing to develop integrity and critical ethical thinking skills in managers. What should business schools teach to address this? The paper proposes a framework for the development and evaluation of a business ethics curriculum, which is grounded on the AACSB learning goals of ethical understanding, reasoning abilities, managerial knowledge and ethical capacities. The framework is two building blocks in the form of tests, which together provide quality measures for business ethics (...) content and a definition of the scope and depth of knowledge an ethics curriculum should contain. Overall, the framework is a supplement to the AACSB guidelines and its purpose is to be a curriculum development tool. (shrink)

This article examines the technique and legality of induced abortion of one or more fetuses in a multiple pregnancy, where the aim is the destruction of some but not all of the fetuses present (selective reduction of pregnancy). It concludes that since the legal status of the procedure in English law is unclear, it may be a criminal offence to perform selective reduction even where there is an ostensible clinical need. Moreover if the procedure is carried out negligently, and any (...) infant damaged as a result is subsequently born alive, he or she may have a civil claim against the practitioner who carried out the procedure. El artículo expone dos visiones acerca de la legitimidad del castigo en contextos de exclusión social. En la primera parte, uno de los autores defiende la idea de que los Estados que incumplen con obligaciones legales previas no pueden inculpar a quienes cometan delitos vinculados con ese incumplimiento. No pueden hacerlo porque no tienen el estatus moral para hacerlo de acuerdo a dos objeciones: la de complicidad y la de hipocresía. En la segunda parte, la segunda autora critica esta solución (...) al sostener que la falta de reciprocidad que caracteriza a la relación política vuelve inaplicables las objeciones de hipocresía y complicidad al ámbito del castigo penal estatal.
